🚦 Signal Improvements Coming to Greencastle Borough! 🚦
The Borough is executing a traffic signal improvements project at all three of our signalized intersections:
- E. Baltimore Street & Washington Street
- Rt. 11 & Rt. 16
- Rt. 11 & Walter Avenue
Construction crews will be on site over the next few weeks. This project is funded by a PennDOT Green Light Go grant and is expected to be completed by the end of March.
Please use caution around these intersections and be patient with any delays. Thank you for helping us keep traffic moving safely!

Storm Clean Up - Sidewalk Clearing Requirements
As snow cleanup continues throughout the Borough, residents are reminded of the responsibility to remove snow and ice from sidewalks abutting their properties, in accordance with Chapter 169, Article I of the Borough Code.
A walkable path at least 30 inches in width must be maintained along sidewalks. Snow and ice are required to be removed within 24 hours after the cessation of snowfall. Where snow or ice cannot be safely removed due to weather conditions, sand or another abrasive material must be applied to make the sidewalk reasonably safe until full removal is possible.
Please note:
• Snow and ice may not be shoveled, plowed, or deposited onto Borough streets or other sidewalks
• Snow and ice may not be placed on or around fire hydrants and must not obstruct access for emergency services
Sidewalk conditions will be monitored beginning today, and enforcement will occur as necessary to address unsafe conditions.
Thank you for your cooperation as we work to keep the Borough safe and accessible during the winter weather.
BOROUGH OFFICE CLOSED & Special Meeting Cancelled
Due to weather conditions resulting from the recent winter storm, the Borough Office will remain closed tomorrow for the safety of staff and the public.
Additionally, the Special Council meeting scheduled for tomorrow has been cancelled and will not be rescheduled. The GPD Rules and Regulations will instead be reviewed during the February regular Council meeting.
While the office is closed, Borough staff will remain available to assist residents by phone at 717-597-7143 and via email at office@greencastlepa.gov.
Please use caution while traveling and stay safe as cleanup efforts continue throughout the Borough.
